As Senior Business Development Officer, you will be the primary point of contact for investors and businesses looking to establish or expand in Moonee Valley. Working within the Growth and Economic Development team, you will develop and implement economic development strategies, manage complex projects, build lasting partnerships across government and industry, and contribute to programs that strengthen business retention, growth, and innovation across the municipality. What You Will Do Serve as the primary contact point for prospective investors, providing tailored information, support, and assistance to facilitate investment in Moonee Valley. Develop, review, and implement economic development policies, strategies, and programs that support sustainable investment, business growth, and job creation. Identify and pursue funding opportunities through government and business partnerships, aligned with Council's corporate strategies. Provide policy advice and recommendations on economic development, investment attraction, and activity centre development. Manage complex projects end‑to‑end — from initiation and scoping through to budgeting, resourcing, consultant management, stakeholder engagement, and evaluation. Promote Moonee Valley's economy and investment opportunities at a regional, state, and national level. Support local business retention, growth, and innovation through targeted programs and engagement initiatives. Represent Council at external workshops, forums, and industry events related to economic and business development. What You Will Bring Extensive and diverse experience in economic development, ideally within a local government context. Demonstrated experience attracting business investment to a location and developing investment attraction strategies. Extensive project management experience, including managing complex, multi‑stakeholder projects to time and budget. Strong skills in negotiating, influencing, and building productive relationships with businesses, government agencies, landowners, and industry groups. Experience preparing business cases, grant applications, and policy and strategy documents. Strong budgeting, financial reporting, and analytical skills. Excellent written and verbal communication skills, with the ability to present credibly to varied audiences. Desirable: knowledge of social enterprise and the economic independence challenges facing vulnerable Australians. Key Selection Criteria Extensive and diverse experience working in economic development, ideally within a local government context. Extensive experience in project management and evaluation, including managing complex projects and delivering effective outcomes in a timely and efficient manner. Experience facilitating partnerships between Council, businesses, investors, industry groups, and government agencies to support economic growth and innovation. Extensive experience managing internal and external stakeholders, including the ability to synthesise diverse perspectives and generate common goals through highly developed interpersonal skills. Strong research and analytical skills and ability to think laterally.
