Location: Melbourne - CBD and Inner Metro suburbs Reference: Selection Criteria Victorian Public Sector Values Organisational Awareness Strategic Planning Stakeholder Management Leadership Role Under the leadership of the Executive Director, Curriculum and Teaching Practice Division, the Director, Curriculum and Professional Practice Branch will work closely and collaboratively across the department to develop and implement policy, guidance and resources supporting teaching and learning in government schools, while leading the rollout of VTLM 2.0 and other reforms, providing expert advice to senior executives, managing a portfolio of units, leading a high performing team, and ensuring financial and strategic excellence. Responsibilities Lead the development and continuous improvement of policy, guidance and resources to support teaching and learning in government schools, including the revised Victorian Curriculum and the Victorian Teaching and Learning Model 2.0 and associated web pages and collateral, general teaching and pedagogic practice, and the Student Voice and Agency policy. Lead the implementation of the Minister for Educations flagship teaching and learning reform, the VTLM 2.0, including through close engagement with regional school improvement teams, partner agencies (e.g. the VCAA and the Academy), corporate teams across DE and external stakeholders. Provide high‑level authoritative advice to senior executives in relation to curriculum, assessment and pedagogy policy issues, effective implementation, and curriculum guidance and resources for Victorian government schools. Ensure the conditions and processes are in place to produce high quality and well‑founded advice within tight timeframes for the Minister, internal and external stakeholders such as the Victorian Auditor‑General’s Office. Dynamically lead a portfolio of 3 units including the coordination and integration of planning, monitoring, ongoing improvement and evaluation. Maximise Branch effectiveness by selecting, developing, motivating and managing a high performing team. Work closely and supportively with the divisional, sub‑group and group executive teams. Lead effective financial management within the Branch by supporting teams to manage their budgets in a timely and accurate manner. Model the VPS Values, lead on matters of integrity, compliance and public value, and contribute to maintaining a high performing, welcoming, psychologically safe and growth‑focused branch and Divisional culture. Required Capabilities Financial Authorisation – ensure procurement rules followed, approve financial obligations, exercise duties as authorised delegate. Contract Management – establish and maintain relationships with suppliers, define roles, manage commitments and resolve discrepancies. Procurement – appropriate level of analysis, use correct purchasing processes. Individual Performance Management – conduct performance appraisals, define expectations, delegate responsibilities, support resolution of issues. Direction Setting and Supervision – provide leadership, guidance, model VPS Values, clarify priorities, delegate activities. Team Effectiveness Management – motivate, secure resources, provide constructive feedback, manage dynamics. Thought Leadership – analyse complex problems, provide expert advice, promote and evaluate innovative programs. Strategic and Business Planning – formulate and implement plans, report performance, manage finances. Strategic Consultation – maintain relationships, negotiate, manage stakeholder consultation processes. People Management – align team with values, define expectations, coach, develop, maximise effectiveness. Leadership – guide team, motivate, translate strategy, set goals, remove barriers. Organisational Awareness – understand internal & external forces, predict impacts. Stakeholder Management – engage effectively, resolve issues, build partnerships. Strategic Planning – consider long‑term impact, use evidence, inspire purpose. Resource Management – anticipate risks, ensure value for investment, negotiate resources, manage budgets. Specialist Expertise – drive delivery of policy, process or resources to front‑line workforce. Who May Apply Essential: Tertiary qualifications in a relevant discipline and a working knowledge of Victoria’s education system and current reform landscape.
