Lead the pre‑construction phase of a major 132kV transmission infrastructure project for a energy provider delivering critical network and energy transition projects across NSW. Candidates must have 132kV experience. Our client, a leading government energy provider, is seeking an experienced Senior Project Manager – Pre‑Construction to support the successful development and planning of major 132kV transmission infrastructure projects in NSW. This role will play a key part in managing the front‑end development of complex transmission infrastructure works, overseeing project planning, design coordination, approvals, stakeholder engagement and scoping up packages for procurement. Working closely with internal delivery teams, consultants, contractors and government stakeholders, the successful candidate will support the coordination of technical, commercial and regulatory requirements to ensure projects are effectively positioned for successful execution. The Pre‑Construction Senior Project Manager will contribute to governance, risk management, scheduling, procurement planning and interface management across a complex energy infrastructure environment. This opportunity would suit an experienced infrastructure professional with a strong background in transmission, utilities, energy or major government infrastructure projects. Experience working on transmission infrastructure projects, ideally within the 132kV–330kV range, will be highly regarded. Years of Experience: 7 to 15+ years relevant experience required. Responsibilities Pre‑Construction Project Management. Lead and coordinate pre‑construction activities across major transmission infrastructure projects. Manage project planning, development schedules and delivery readiness activities. Oversee design development, technical coordination and constructability inputs. Support procurement planning, contractor engagement and tender coordination processes. Assist in establishing project delivery strategies, budgets and program frameworks. Stakeholder & Interface Management. Coordinate with internal delivery teams, consultants, contractors and government stakeholders. Manage third‑party interfaces, authority approvals and utility coordination requirements. Support communication and reporting to senior leadership and key project stakeholders. Facilitate collaboration across engineering, commercial, planning and delivery functions. Risk, Governance & Compliance. Identify and manage project risks throughout the pre‑construction lifecycle. Support governance, reporting and compliance activities across project development stages. Ensure alignment with safety, environmental, planning and regulatory requirements. Contribute to project controls, budgeting, scheduling and program reporting processes. Strategic Planning & Delivery Support. Support transition from development through to construction delivery phases. Assist in driving project outcomes in line with strategic infrastructure objectives. Contribute to continuous improvement initiatives and best‑practice project delivery methodologies. Provide leadership and technical guidance across project development activities. Qualifications and Requirements Relevant tertiary qualification in Engineering, Project Management, Construction Management or related discipline. Minimum 7+ years’ experience delivering major infrastructure or energy projects. Demonstrated experience managing pre‑construction phases of transmission or utility infrastructure projects. Strong understanding of transmission infrastructure delivery, ideally across 132kV+ projects. Experience within government, regulated utilities or major infrastructure environments highly regarded. Strong knowledge of project management principles including planning, procurement, cost, risk and scheduling. Experience managing multidisciplinary stakeholders, consultants and contractor interfaces. Excellent communication, leadership and stakeholder engagement skills. Ability to manage complex infrastructure projects within fast‑paced delivery environments.
